Daimler-Benz used to make some of the most reliable cars on the planet. They were often on the cutting edge in engineering and technology as well. Now they make some of the least reliable cars you can buy. I stopped paying attention to their standing in the fields of engineering and technology, because when it's in the shop those things don't matter.

GM's bureaucracy consists of tightwads who want to keep the old designs and pushrods and spendthrifts who want to go with electric and hydrogen cars, and neither is making the right decisions.

You forgot to mention FAT union contracts which restricts development.

They were minor factors compared to GM's mismanagement and its investments in Saturn, Hughes, EDS, and several poorly thought-out vehicles.
