Camshaft seal(s), crankshaft seal, and oil pump seal and o-rings can all leak oil into that area.
The trouble is I found, is that once one seal starts leaking, the others aren't far behind it, plus the cam-belt has to come off. In view of that, its expedient to replace the belt and if the waterpump has big miles on it, do it as well. On Camrys the w/pump is driven off the cam-belt.

Yes it is, and it can also be a source of oil-leak. It has a shaft seal and a formed "ring" made of neoprene to seal the pump-pressure from escaping between the pump front-plate and its housing.
One of the consequences of too few oil-changes is hardening of all shaft seals. Something to do with the impurities in the oil. On mine, the OPump shaft seal cut a deep groove into the pump's shaft. A new pump was about $170
