'98 Camry V6 issue

I meant to add in my last post,

my '98 Camry V6 82kmi seems to eat gas like nothing I've had before. On the highway it's decent, 27-28MPG, but in the city it's in the 16-18 MPG range or worse.

I posted previously about "blipping" problems, where at cruise speed (with cruise control on) every now and then there the RPM jumps a bit and you can feel a small stutter. I use 91 octane gas, Chevron. I still have that suttering issue.

I'm thinking maybe the O2 sensor is bad and is causing the car to run too rich at low speed. Anyone have any good way to test this? Any info on the OBD2 port on the car(software, hardware, etc)? The check engine light isn't coming on, but I'm thinking maybe a failing O2 sensor...

I'll re-check the spark plugs, wiring set and air filter...anything else? Anyway to test the Mass Airflow Sensor?

Anyone have the service manuals for this car ? Those usually give some suggested trouble shooting tips...

check timing you can loose power and milage when belt stretches and timing is retarded, check brakes are not binding, have a mechanic put it on a tune up scope

Well, the timing belt was changed at 79k (as per my request). I'm certain the brakes aren't binding, but it's possible the timing is off.
