99 Solara ignition is locked.

I turn the key and moves about 1/2 inch allowing the steering wheel to reease and then that's it. Won't move to start the car. Could this be a fuse? Anybody got any ideas.

If the ignition lock has a problem with turning it's full travel, the problem lies in the lock itself. If it turns to the start position and you see no lights on the dash, it could be the electrical system or the ignition switch. If you see lights on the dash, it could be your starter or starter circuit or your battery. Also, make sure you have the transmission in park. Good luck!
