Anyone know where I can find the filters? I opened my modulator and tried to clean the filters and find them hard as rock. Tried to blow compress air at it and barely any air went through.

Filter? What filter? If you look at a sectioned diagram of a EGR vacuum modulator, there is no filter. (watch me be wrong on this one. LOL) Do you understand the operation of a vacuum modulator?

I'm not sure you can get the filters by themselves. I think dealers only sell the whole modulator. I know a couple of guys who have used the filter element from fish tank filters and just cut a bit off to fit... Don't know if it worked, but I swear I know them.
Earlier versions have a round yellow foam filter media on the top of the modulator under a plastic cover plate. Should not become easily plugged. Mine is still clear. Try wrecking yards. Should be a common part . Would expect any filter media would work there, like the foam filter element on my lawn mower could be cut to size, or any K&N filter media, that sort of thing. There's not a great volume of air, only to keep it a bit cleaner.
You might try cutting your own out of various materials like those suggested here just to experiment. I had to pay $65 to get a new one. Cha-Ching! It did drop my emissions numbers drastically though!
