If you live in a state which has only rear license plates, you can remove that unsightly front plate holder and fill the 4 holes with generic ribbed plastic .75 inch dia interior plugs. When primed and painted with color touch up paint, clear coat, and pressed into the front bumper, they give a sleek look for only a few dollars and about .3 hr labor.
