No one owns the posts, but Usenet is not a total anarchy either. You need approval of a group of administrators to start a new group. I assume that a group's originator retains some priviledges, such as the power to have posts removed, but I'm not sure of that to tell you the truth.
Anyway, it turns out that my newsreader was set to omit read headers when I refresh headers from scratch. They're still here 8>]

There is no moderator. Besides for your newsreader settings, sometimes your posts may seem to disappear if you use outlook express, because sometimes it stops showing your own posts. Then it goes back to showing them. The problem is easy to explain.... it is a Microsoft product. A bug that has never been fixed.

Newsgroups in the alt. hierarchy are not moderated. At least I have never heard of one that is. Therefore, they are easier to set up on Usenet (simply put, the newsgroup part of internet) than other groups that are moderated.
