Are you getting heat inside the car? If not, the thermostat may be stuck open and the engine is not heating up.

If heat's not a problem, look around the thermostat housing. That's where the sending unit is. Make sure everything is connected properly. If there aren't any loose connections, you probably need a new sending unit. Also, when you find the connection, chack to see if it's corroded. If it is, 'wipe' it with Emery cloth, and get some dielectric grease that is used on spark plugs; any parts store will have it. Put some grease on the contact and slide the connector back on and see if this solves the problem.

Good Luck!

If the cooling system is working, then it's probably the problem with the temp gauge and sender.

Normally there should be a sensor with one wire near the water outlet (rad cap area), disconnecting it should make the temp gauge go all the way to H. Check your local auto store for a Haynes manual for the proper sensor and procedure to test.
