1997 Four Runner SR 5 steering column issues.

Good day. I just bought a 1997 SR5 5 speed 2.7 liter 4 cylinder Toyota Four Runner. It's a 16 valve DOHC. The # on the top of the engine is missing a digit. I'm wondering what it might be. E3...-W73F 87. What's after E3? Looks like a D, but I'm not sure. The truck has a "steering lock" issue. The key only goes to "ON", won't go past it to "start", to crank the engine, & I have to "tap" the lock mechanism gently with a hammer, to get the dash lights on, & the fuel pump on, so I can override the starter relay, to get it running. The guy who had it said the rack is bad. I'm not sure. I know there is an issue with the lock mechanism with these trucks. How much work is it to fix? If I buy a used steering column, will it also fail? What years are the same? I can use the truck like this, but want to get it fixed, & am hoping to get it on the road later on. Thanks for the help.
