Timing a 22RE 1994 No getupandgo!!

Father in law's 1992 2WD 22RE runs with poor acceleration.He recently replaced the fuel pump.He claims he has to turn the distributor all the way one way in order to time the engine correctly and it still doesnt quite accelerate normally.I cant believe it is timing related. about 110,000 miles and well-maintained.Any reasonable suggestions?

Was the timing check jumper installed? If so, did the base timing change when the jumper was installed? If not, the Throttle Potition Sensor may be the culprit:

Without the jumper, the base timing is around 12 degrees BTDC, so if you try to time to 5 BTDC in that mode, you'll have retarded the timing by 7 degrees.

Did he have to remove teh distributor at all when the fuel pump was swapped? If so hes a tooth or so out on the distributer cog.
