3-4 qts, if you do 2-3 coats of color. Definitely 4 qts if painting a totally stripped Bug inside and out or a full color change.

i used about a gallon when i painted my '68 years ago... i bought 2 gallons so i would have extra in case i needed to do touch up's or repaint sections...
