The outmost easiest for any noticeably power increase(and cheapest), would most likely be a set of ratio rockers and correct length push rods....(Don't believe the hype about aircleaners and exhaust on an other wise stock engine..)

Having said that, you mentioned a 40 hp engine, a later 34 Solex with matching intake or adapter might be cheaper, only marginl effect though..

....balancing. Home port job... different cam grind to optimize the ports. free flowing exhaust to go with ports and cam. Bigger cylinders. Balancing will pay for itself due to efficecny and longevity eventually. Porting just costs time to do...if you haven't done it before don't go crazy. slightly bigger cyllinders are possible.....depending on vehicle. The 87 mm slip in's will suffer slightly less longevity....but are a decent upgrade in lighter vehicles....in a bus or trype 3 these should never be used. Best and cheapest very seldom go together...

Replace that 40hp with a 1600 dual port. You;ll have to get all different tin and shroud and oil cooler with "doghouse" setup, but you will notice a distinct difference in performance without having to sacrifice reliability.

Just to add to other posts, if anything, spend the money on the cylinder heads, now you have some foundation for future mods, if you have the case open, go ahead and install a mild cam, you can have lots of fun with short money, only you can decide your limits. Douglas
