I'm trying to remove one of the front fenders on my Super Beetle. But the two body nuts, the two in the back, have come loose. How can I remove the bolts? Cut them out? Recommendations?

Sadly, probably all you can do is give the fender a good yank.
The bolts are probably rusted to the weld-nuts and there is no way to hold the nut.
If you're good, you can try to weld and/or braze the nuts back in afterward. Otherwise......it's big toggle bolts:-(

How about cutting off the nut while making sure not to drop the stud half back into the frame, then cutting a slot in the end of the stud sort of like the valve adjusting screws? Use a brass nut to reassemble with the slot to keep the stud from turning.
The weld-nut is just that: a nut. No stud. A bolt goes thru the fender and into the weld-nut.
I suppose one could use a die-grinder/dremel to saw the bolt head off, remove the fender and try to extract the remains back out thru the hole in the body. It's an ugly situation no matter how you slice it.
