Horn wiring

If I read the schematic correctly, the ground wire goes to the horn ring, right? The wire runs through the hole, down the steering column and exits where? Is it connected to the upper end of the steering damper jumper wire?

Can I just wire one horn on my Ghia easily? This is temporary for passing state inspection.

The wire down the hollow steering shaft is ground. It gets grounded thru the gears in the steering box. The other side of the contact is the outer steering column. The column is insulated from chassis by the big rubber grommet in the firewall. On the lower end of the column, under the fuel tank, there is a connector for the wire which (in your case) goes to the horn relay.
