when i drive my 69 bug the speedometer needle doesnt go up. is it a electrical problem?
No. Nothing electric there. Check the cable that goes from the back of the speedo and threads down and connects to the front wheel. Probably broke it somewhere.
If the odo has failed too (nothing in the speedo works) then it's probably a broken cable - easy enough to fix.
If the speedo isn't working but the odo is, it means the speedo drive cog inside the speedo has come adrift - it's unusal in the earlier cars which have brass cogs, but common enough in 73+ cars which have a plastic drive cog for the speedo.
Probably any good speedo shop could fix it - if you don't have one in your area you could try

Bet you'll find the little c-clip on the left front wheel hub cover has poped off --- or the cable snapped. You're way before electronics were introduced to the VW!
Pop off your left front hubcap. See the little grease cover for the bearings? There should be a small square hole in it, with the end of a little cable sticking through it secured by a tiny clip. That is the end of the speed cable, and it's driven by the grease cap as it spins. If it sliped through, or it's not there...that's your problem. Otherwise, the cable could have broken elsewhere. Trace the cable up to your speedo...it's just a long gentle curve up through the fender directly into the back of your speedo. If it looks kinked or frayed anywhere, it's probably broken inside. Pull the end out, down at the wheel, if you can, and spin it with a drill (SLOWLY! DON'T SPIN IT TOO FAST!....use a variable speed drill!!!) And see if the speedo moves. If not, your cable is probably broken. I seriously doubt there is anything wrong with the speedo itself.

It's the other way around. The speedo itself is direct drive, no gears, but the odometer has a gear train which can fail and leave the odometer non-functioning.
