'03 Passat outside temperature display

In a 2003 VW Passat - US version:

- Does anyone know if there is an easy way to toggle the outside temperature display from F (Fahrenheit) to C (Celsius)?

- What about the clock? Can the format of the clock be changed to a 24h (military time) format?

Can the dealer reprogram it? If so, how much would they charge for it?

The temperature display units can be coded through the radio interface. How do I know? Once my wife got frustrated in an area with poor reception, hit a few buttons in quick succession, and voila, the reading is in degrees Celsius, now.

Perhaps someone can post the URL to the published interface functions. I googled but could not find it.

The Climatronic unit can be changed to Celsius (and back to Fahrenheit) by holding down the AUTO button and pressing ECON. This is in the manual.

I believe the dash display requires a VAG-COM, but I'm not positive about this. It can be switched from US to metric units (fuel economy in liters/100km, 24h clock, odometers in km, etc.).
