Sheesh! Should 2001 Jetta brakes be worn out after only 22,000 miles?

Depends on how and where you drive. That seems soon by my experience as an average driver. I get ~35k miles on the fronts and ~100k on the rear drums.

Check the brake recall ( ?? ) on your model. Rear pads wear too fast and VW in Canada, anyway ,are replacing no charge.

Yes especially if you drive aggressively or do a lot of stop and go traffic. I have seen them need replacing any where from 15,000-40,000 miles.

It's not a recall but a technical bulletin stating that VW used soft pads to reduce brake noise and the downside is they wear out sooner. The fix was to install pads with harder lining which my produce brake noise. Ask you dealer if VW will pay for replacement, but you will need to have it done at the dealer.

Translation. Gee, my rear brakes appear not to be working due to my adjuster parts rusting out on my drum brakes because my car is so friggin old.

Well maybe true on some cars. I have gotten over 160,000 miles on the front brakes of my 84 GTI before I sold it. The backs had been replaced because a shoe bent. My previous Rabbit needed new rear brakes before I wrecked it. The contributing cause of the wreck. I think they had about 180,000 miles on them. I think I changed the fronts once on that car.

My 2003 Jetta has about 8 mm of pad on the rears but it only has

Right. Drum adjuster parts are not the greatest and also the springs can rust. The next biggest problem with drums are shoes falling apart due to excessive heat if the adjuster or parking brake components stick.

I was just kidding with my original response but in reality this does happen and people think their brakes are really wearing well. :)

My disaster was leaky wheel cylinders which caused grabby rear brakes. I was sort of meaning to look into that problem. Locking rear brakes at 70 mph caused a few bad words that I remembered when I woke up in an ambulance. I crawled out of the car on my own but don't recall that.
