94 golf electrical help?

Hi there...

Last night I hopped in my usually reliable 94 Golf and turned the key, and rather than firing up, the displays on the dash (digital odometer, digital clock, all indicator lights) turned off. The car did not turn over and I didn't hear any 'click' from any relays, etc. When I took the key out, I noticed the digital odometer and clock displays turned back on, but heard a loud clicking/whirring sound that seemed to be coming from the area of the relays. This sound lasts for about a minute, then slows down and eventually stops. Now when I put the key in and turn it to the On position, the whole process repeats. With the key out, if I flip the headlight switch on, the side lights come on but not the headlights themselves. With the key in absolutely no electrical systems work at all.

I had hoped it was the battery, but a multimeter reads a 12.86 charge from the battery when off. (I can't get a reading when it's on of course, as I can't start the car.) I have not tried jumping yet, though if my battery is good I doubt jumping it would make much difference.

Any advice is more than welcome, before I have to get it towed to a shop...

If you're sure the battery is good then it's probably be the ignition switch.

Clean all battery connections well and reconnect! Clean grounds to engine/trans and body and reconnect! now try to start engine!
