Auto transmission won't shift into overdrive when hot

I own a '97 vw golf 2.0L. When driving on the hiway, I recently noticed that the tranny seems like it isn't shifting into od. After about 15 minutes, I'll be going 60 mph and the tach reads 3000 rpm (too high) and about 3700 rpm for 70 mph. As you can see, the high revs get worse as I go faster.

I had an independant mechanic change the tranny fluid and (screen) filter, but this didn't solve that problem. In fact, now it would sometimes "bang" into gear if I stopped on a hill and then stated foward again (around town). So now I took the car to an independant tranny specialist. Well, I haven't noticed the (banging) slipping into gear problem lately, so I'm assuming that's gone. (Actually, that seemed to happen wnen the car was still cold.) But the hiway problem is still there! This mechanic told me they replaced all the relays or whatever controls the tranny. They also said their computer shows no problems now!

Of course, this is after they charged me 1400.00 bucks. They do warranty the work for 1 year or 12k. I get the impression their clueless. But then I'm not so sure about that. They test drove the car for me and said tach shows 3500 for 70 mph. I told him that's too high a rev and that it's even worse if it warms up a bit more. You pay them premium and then they can't even take the car out for another five minutes! Has anyone had a similiar tranny problem? Any help is appreciated!!
