I will make two suggestions. First, start with the basics. Plugs wires fuel and air filters etc.
OK you did that and no change. I did not really think so, but you likely needed it any way . . well based on your question you might be the exception and keep up on those things. However if all else fails, remember that those things can be bad when you buy them.
My guess is a clogged converter. It only shows up at higher rpms. Take it out on the highway and see if it is especially bad at about 65-70 mph.
A TDI doesn't have plugs and wires ;-)... But yes, the filters are a great place to check.
What he describes sounds like a bad MAF sensor... the symptoms are basically the same as a car that needs a tuneup (badly).
When they fail, around town acceleration is okay... even on the highway you won't really notice too much power loss... but as soon as you need anything more then just enough, it isn't there... you go to pass someone, or you need to take off quickly and the car just can't get out of its own way... After
3000rpm the engine is basically useless with a bad MAF.
I missed the TDI. Yea I am familiar with them, I own one.

26 + 6 = 1 It's Irish MathMAF, plugged snow screen, carbon build-up inside intake runners, turbo issues. Did that scare you?
I had the same problem on a '00 golf. Turns out it was the turbo that siezed because the wastegate wasnt opening or something like that. It was a big job and it used a lot more fuel with the turbo not working. After the repair, ( and about 1700CDN $'s) the car works like a jiffy!
