Is that solar battery charger part of the standard equipment with a 2003 Jetta?

Owners manual is a little unclear.

Not sure but when my friend bought a '03 Jetta the salesman just wrapped up the cord and tossed it in the trunk.

The chargers are free to the owner of the new cars, but they really don't work very well, and are not really meant to charge batteries fully. VW had a lot of cars sitting on docks for weeks with dead batteries, so they started using these devices.
