Tach won't go below ~2500rpm, works fine above that

Suddenly my tach sits at around 2500rpm when the car is stopped, and when it's idling, slow driving around. Only moves when the revs rise above that speed, then the tach behaves normally, until revs drop below 2500, needle stops at that point.

Anybody ever seen this?

In case I have to replace it, would a tach from a 91 Fox work? In a pic it looks identical. Also, how about the speedo from the Fox, if I can use both I'm golden (as long as it's a tach malfuction, which is what I believe at this point.)

This is on my '86 Jetta GLi Wolfsburg.
