That's normal (well, for the most part). VW's have always had rather zingy-sounding power steering systems. I did get my PS fluid flushed out once not too long ago and it was a little quieter maybe but was still pretty audible. Being it's an older car you might want to get the fluid flushed and replaced and it might help a little bit but for the most part it's normal for a VW to make some noise from the PS system.

Could be wheel bearings. Those are commonly asymmetrical in the noise, but perhaps you have two problem bearings.

If you have a favorite wheel alignment person, you might get better info there than from a general mechanic.

I guess the next question is re: the noise...is it only when moving or when the car is stopped as well?

If when stopped, not wheel bearings.

Sounds reasonable to me...

If I were you I would abandon the car and buy a new one. Thanks for your time sir.

Check your power steering fluid. When the fluid's low it makes a noise. Common problem to have a leaky rack!

Could be (low fluid) although all P/S VWs I have driven have made some degree of noise even with clean fluid at the proper level.

That's true, but I've noticed it get significantly worse when the fluid's low (from my typical "internet-expert-opinion" based on a sample size of 1 ...LOL)

If the noise is there when turning the steering wheel with the car not moving (but engine on) then I'd say it's the PS, if it's only there when the car's moving then I'd say it's a wheel bearing.

Sure...if low it'll get way noisier. I just wanted to note that when everything is proper, VWs still aren't quite as silent as other cars.
