is the car prewired for a tach even if it didn't come with one?

From the schematics, it appears so. To be sure, you should probably pull the cluster and see if the wire is in the connector.
Hyundai sometimes has different wiring harnesses for lower trim level cars, so it's hard to get accurate information in this regard from the schematic.
