Hi, I want to connect via OBD-2 to my 1999 Dodge RAM 1500 Van but I find an odd connector pinout. I'm sure I have the right connector: 16 pin female right under the steering wheel. But it only has leads on pin 1,3-7,11, and 16 but not on 2,8,9,10, or 12-15. That means I can't match it up with any of the three standards. Does anyone here know the secret? Don't Doge trucks have OBD-2 interfaces?

(PS: if you know of an inexpensive source for the interface kit, I'd be grateful to know. I do know that the ELM323 chip costs just $17 and the rest of the components shouldn't be more than that and I don't need Windoze software for it.)
