It randomly comes on and runs on delay. I replaced the switch from a delay switch to a Off, Low, High switch. This didn't help, what next?

78 would have a separate module for delay wipers. Take a look at the switch, there are two plugs that go back to a small box which is plugged into the main harness. That is the delay module. Since you have the base switch just unplug the connectors from the module and plug them onto the switch. That will eliminate the delay.
