528i (E39) Steering Wheel Heater only stays on when warm outside

Group,

The heated streering wheel works OK when the outside temp is about 45 f or above. When colder, the green light comes on for a second and then goes off.

It is a relay going bad?

Sounds like someone has swapped the normally open and normally closed connections on the thermostat!
