E39 Heated Steering Wheel only works when warm outside

On my '98 528, it seems that if the outside temp. is below 45 degrees F, the light comes on for 2 secs and then goes off and no warm wheel. It works fine when it is warmer out.

Any suggestions? A relay somewhere?
