Rear drum brakes need replacing. Seems, though, I have two sizes of shoes. The leading shoe (towards front of truck) has 10" of pad length The trailing shoes measures 12" of pad length. The parts store says this Tahoe should have either 10" or 11" shoes.
What the answer here?!

Drum diameter, not length of the friction material.
The shoe facing the front of the vehicle is designated the "secondary" while the shoe facing the rear of the vehicle is the "primary". The primary shoe does more of the stopping due to the physics involved with a vehicle moving forward and therefore has a longer surface area to contact the drum. Some vehicles have both primary and secondary shoes of the same length.
There are two different brake options on Tahoes depending on which suspension package the vehcile was built on. That determines whether 10" or
11" diameter brakes are used. measure the inside diameter of the drum to determine which one you have.Thanks guys - I now understand its the drum diameter - not the pad length. The parts store made it sound otherwise.

WRT your above description primary versus secondary, backwards again.
Nope, striclty a function of the direction of rotation of the drum.
Typically found on single servo brakes.
