Draining and refilling the radiator, replaces only half the coolant. Call any auto shop in your local yellow pages and ask if they do "coolant flushes".
I hope you meant "change it again" because a 1996 vehicle is waaaayyyyyy past due. It should be done every two years with green coolant. GW
