SMOG Check - high HC & NO - please help

My 1986 Porsche 944 Turbo got the following results (Measured/MAX):

15 MPH - HC (177/133) FAIL CO (.61/.82) PASS NO (1602/1125) FAIL
25 MPH - HC (105/108) PASS CO (.23/.62) PASS NO (666/955) PASS

What can be done to correct this?
