heavy load handling Q: 98 taco xcab 4x4

I was driving across country with a heavy load. Slight slant to rear and at times a side to side, teeter-totter thing, when windy and at high speed. I have bilstein HD shocks a couple of years old. Would air shocks in rear help. A different spring set-up? Thanks, Jim
