'94 TBird: brakes squeal/whine

'Scuse my ignorance about brake cleaning ...

'94 ThunderChicken LX V8 60k mi. Discs on front, drums on rear. Raybestos pads on front have only 12k mi. on them. No hard usage, only ordinary city driving.

The brakes squeal/whine until it gives me heartburn. Then I gotta do something to clean the crud out of 'em. Got no lift, no compressor. Less than a year ago, I got out the jack, removed the wheels, cleaned the rotors, pads, drum, etc. A lot of trouble for very little relief. They get dirty again very quickly.

What is the best way to clean the crud out of the brakes? Can I just go after 'em with aerosol brake cleaner while the wheels are mounted?
