New standards from the Federal Highway Administration will result in
flashing yellow arrows replacing the circular green lights at many new
left-turn-only lanes.

A few of these new signals have gone up recently in the Iowa City and
Cedar Rapids areas.

One is at the reconstructed intersection of First Avenue and Fifth
Street in Coralville. The left-turn signals flash yellow, letting
drivers know they must yield to oncoming traffic. There also is a sign
next to the signal telling them that.

I think it's going to take more than a sign to make this "brilliant"
idea actually work in practice.  As long as I've been driving, or even
cognizant of driving (I've been a car nut since long before I was of
legal age to drive) a blinking yellow signal implied that one could
proceed without stopping AND that opposing traffic had a blinking red
light, equivalent to a stop sign.  Not sure what the problem is with
the typical green ball w. "Left Turn Yield on (green ball)" signs -
those have been working for years and more people understand that than
I suspect will correctly interpret the blinking yellow.

when the through signals turn red to allow oncoming traffic to have

"I received a citation last year for "73 in a 55" which I've already
posted about here.  First of all I estimate my speed at the time of
citation to be in the high 60's; the  speed limit was 65 not 55 (it
changed to 55 soon after the area of the alleged infraction,) and the
