If the engine is carbureted, it's probably the auxiliary acceleration pump diaphragm. The AAP is located on the side of the carb, has a plate with 3 screws and a vacuum line. When the engine warms up to operating temp, vacuum is applied to the AAP. If the AAP diaphragm has a hole in it (pin holes happen on older carbs), then gas gets sucked into the vacuum system, causing rough and smoky idling. It's an easy and cheap fix...

Answering my own question: Have been advised by a Toyota technician that this model does not have a fuel pump inertia switch. This National Highway Traffic Safety Administration docket indicates there is another option.
