Is there a fuel cut off switch in the '91 Stanza??? If so where is it??? getting fuel to the pressure regulator but not into the rail

you have it backwards, if pressure is getting to the regulator then the rail is pressurizing, the regulator inhibits the pressure at which the fuel returns to the tank, so everything behind the regulator like the injectors are pressurized
