High NOX's do it to a non openig valve while driving. check egr ok, check vacuum before egr solenoid ok. check battery voltage at the solenoid ok. but pcm isnot grounding egr solenoid.

Hi, Did you check the wire harness from ECM to solenoid for continuity?
