Has anyone mounted one of those German replica license plates on their front bumper? Do you know if there are pre-drilled holes under the bumper? What's the best way to do this?

That depends on the particular car (some might have metal bumpers). On all Audis since the mid-'80s, you can simply drill slightly undersized holes in the fascia and use big (but short, to avoid hitting anything underneath the plastic) sheetmetal screws that will tap their own threads.
