I had a 95 s-10 Blazer, And if I remember right, there was a wire that went back to the fuel pump to test its operation,bypassing all the relays and stuff. It was for testing the fuel pump in the tank. Just my 2 cents worth...

It might be the test wire for the fuel pump. It bypasses all the relays and stuff.
