That's absolutely not (necessarily) true. Some of the available ethanol are just street carbs pre-jetted for Ethanol. The only difference between a "race" carburetor and a street carburetor is the engine underneath it (and maybe whether or not it has a choke mechanism- but lots of people like for their race cars to start easily, too, and the performance penalty from a choke is negligible.)

Yes, some are, but why not just buy the junkyard carb core and rebuild it yourself instead of a new one?

Race cars do not need chokes. That's what accelerator pumps are for. And in racing there are no negligibles-it all adds up.
