Whereas the police can prosecute you for not being in proper control of your vehicle or driving without due care and attention for whatever reason, they can also prosecute you for driving whilst holding a mobile phone regardless of whether you are driving raggedly or not. Therefore the two offences do not duplicate each other.

The MoT certificate doesn't even prove that! It just states that the vehicle complied with the requirements of the test at the time of the test. That's all.
The registration plate identifies the vehicle. Compliance with other requirements can be checked online. In any case you could replace the tax disc with an MOT or New Vehicle sticker and you could have the MOT test check the insurance certificate. Alternatively have separate MOT and insurance windscreen stickers.
