After an ice-up, the internal gears on my 88 Bronco II's wiper motor got stripped producing exactly the symptoms you describe. Still parked normally, and normal & fast speeds worked fine... only interval mode was affected. Only solution is new wiper motor.
Lesson: always clear off ice from wipers BEFORE you try to use them :(
