If it's plastic film tint, worst case scenario, single edge razor blade and water or water/ammonia mix. The plastic film won't let the water through the film, so scribing or scraping it will let some in. Probably the best way is scrape off the tint, then use water/ammonia mix to clean the glass throughly. And it stinks, too.
