3.0 Vulcan. Very slight or no high idle at cold startup. If I use the astro auto start this condition seems to make the starter motor run on momentarily after engine starts. Idle is smooth but no initial ramp up of rpm.

Your ISC valve is likely gummed up
If it didn't know it was cold it would be WAY too lean and it would not idle smoothly. Most likely a bad or sticky idle speed control valve. Not uncommon at all on a 17/18 year old vulcan.
