In WWII (ETO, CBI, MTo and others I am sure) the US Army put special rims on jeeps and used them to pull boxcars around when the real locamotives were all shot up...

Just putting the accessory wheels on a vehicle and using the tires for propulsion was pretty common on the old Great Northern line. Jeeps, trucks, sedans, etc. were all used by various folks that worked on the railway. Most had instant lower/raise wheels so the vehicle could be taken off the tracks at any crossing area when desired...or necessary.
