Torque Wrench?

Would a Torque Wrench be required when replaceing a water pump and serpintine belt pulleys?

Assuming that you're of a reasonably average build and have enough experience not to break anything, no. If you're a very tiny person who's not used to mechanicking you might want one to make sure you get things tight enough, if you're built like Hulk Hogan and not used to mechanicking you might want one to make sure you don't break things by overtightening.

The "special" tool you're going to need is the big wrench for the fan nut. You can borrow one from an auto parts store (take the Jeep and make sure the wrench fits--the one that was supposed to according to their book didn't on mine, I ended up using the tools for a Ford diesel IIRC) or the ten buck 15" adjustable wrench from Harbor Freight (39619-3VGA) will do the job--the nut isn't tight, it's just big, and the HF wrench, crap though it may be, is plenty strong enough to turn it.

the coolant gets hot and hot coolant is under pressure. So you want the bolts on your water pump tightened even to prevent leaking. A warped pump cover makes the bearing run out sooner (and than it will leak through the weeping hole again)

you also don't want the belt(s) too tight (same problem)

torque wrenches are good tools to make sure things are not warped because some bolts are tighter than others and wear out real fast. (or leak , or bolts don't shear off or come loose)
