Buying & attaching number plates

I'm going to buy a replacement pair of number plates, as my existingones look shoddy and are beyond satisfactory cleaning. I see there areseveral online suppliers.Are these typically cheaper than getting the local garage to do them?And the option of a 'border', is that legally OK? Finally, theyobviously come un-drilled. To avoid the hassle of doing that myself,as well as spoiling the appearance a bit, is it possible to attachthem reliably with self-adhesive strips or pads please?

Well, some of them are based - to what extent I do not know - in Gibraltar. And the whole V5 malarkey doesn't apply in Scotland, although most suppliers don'tknow that.
