Been there..not with emissions though. Mine was the compressor firing up even when external temperatures were way below zero. There is a procedure, detailed in the user manual, for changing the behaviour but it doesn't work for all cars (according to Alfa UK!). I can only think that someone thought it would be a good idea to run the compressor even when turned off (perhaps to keep the seals in good nick?).
