Would that be so that you can't tell if its the pads, low fluid, or if you've just left the handbrake on the last tooth?
The better system is like the BX had - time delay on the pad sensors, so you have a chance of noticing the red lamp in your peripheral vision.

I'd expect different lights for these, and the idea of a handbrake warning light latching on is nonsense.
Fords at least use the same brake warning light for the handbrake and low brake fluid.
