A friend has a 1996 VW Passat (1800cc. petrol) on which the instrument cluster - speedo, rev counter and fuel gauge fail to function. The clock and mileage indicators (both digital) light up when the ignition is switched on but go out when the engine is started. Is a new instrument panel required to resolve this matter, or might the problem lie elsewhere?
